Isolating IEMs isolate all noise, noise cancelling works on low frequency continuous noise like jet engines, but falls short at sudden higher noises like voices and alarms.
Etymotic are the best noise isolating IEMs, they better Bose noise cancelling at everything, but to someone not used to IEMs, they feel more like brain implants for a few days or weeks before you adjust.
The short version is that there is nothing better than Etymotic if noise isolation is your main goal, (they sound stellar too, much better than the Bose QC).

This comment has just cost me £75. I'm not due on a long haul flight any time soon, but if the Etymotic ear buds cure my scrrreeeeaaaming toddler phobia, I will be eternally grateful.Etymotic are the best noise isolating IEMs, they better Bose noise cancelling at everything, but to someone not used to IEMs, they feel more like brain implants for a few days or weeks before you adjust.

Off topic and out of the price range of the OP, but I can highly recommend these.

However instead of paying £270 in the UK, if you are savvy and use amazon.es
http://www.amazon.es/V-MODA-Crossfade-M-100-Auricu...
you can get them for a more understandable £139, I believe I paid £145.
Awesome kit.

Etymotics used to work together with ACS who make custom monitors. They would make the mould to fit your ears but instead of having the whole monitor they would replace the standard flanges for your etymotics and would cut out the most noise. However, nothing will cut out everything to give you complete silence!
