HDMI CEC / universal remote advice please

Hi all,
I have an AV setup which has an Onkyo TX-NR414 amp and a Samsung UE43NU7400 tv connected via HDMI. Currently, I have CEC (on the tv) and RIHD (on the amp) enabled to allow the TV remote to control the amp volume and to enable the ARC from the TV. I also use a Pi with a hifiberry digi pro, running Moode audio connected via optical link to the amp. I cannot for the life of me find a way to stop the amp switching the tv on when I want to listen to music via the Pi. Since there is no video source, the tv just shows a bright blue screen, which isn't restful! If I turn the tv off, that in turn switches the amp off - very annoying!
My thought was to disable the CEC and connect the TV to the amp via optical and all will be well. The problem I have is that the amp remote is playing up, and the volume controls (most often used) don't work very well (I've taken it apart and cleaned the contacts, but it's still a bit dodgy).
So, my first question is, am I missing something on the CEC setup that would let me switch the tv off when listening to audio only?
If not, I was thinking about some kind of unified remote (like the horrifyingly expensive logitech harmony) - do people here have any recommendations / experience with these (or similar)? Whatever the solution, it has to have high WAF - apparently we already have too many remotes, and it is confusing! Any thoughts / advice would be most welcome!

I suspect that the HDMI-CEC is trying to be helpful and a power on command on the amp is replicated by the TV, as is a power off on the TV
It might be best to try connecting via a non-CEC HDMI socket on the TV.

Actually, just looked at the user guide for the amp and it looks like you might be able to change the way the HMDI-CEC works, and limit it only to the TV source.
