Other Language Options on Netflix

I have a friend in Jersey whose Netflix movies/documentaries do not offer him a language option. Here I can watch something with subtitles or even dubbing in a variety of languages: French, Polish, Portuguese, Spanish etc.

He's contacted Netflix TS and their man says it's to do with licensing.

He's especially peeved because he pays the same rate as we do here on the mainland (including VAT as this is something that is not exempt).

Trying to understand how to get around the issue as my understanding is, you can login to your account anywhere in the world and get the same content/options.

Can anyone shed any light on this?

The content varies depending on where you are in the world and I assume must be to do with the licences Netflix has for certain content. I mostly live abroad and use a VPN routed via a London server to get the UK content.
