Whilst I fully appreciate the need for social housing, the total cost of it is eye watering.
It also seems very black-and-white i.e. if you qualify for (and are allocated) a council house, you get cheap/reduced rent AND everything else taken care of (that those not in council-housing have to shell out for themselves)
Surely there's a vast amount of middle-ground people who perhaps need social housing but could afford to cover a lot of the ancillary costs themselves. The staff in the programme repeatedly stated about not having the funding to do all the things they wanted to - perhaps if a lot of the tenants weren't taking the piss, and the council took a tougher line, there'd be more money in the pot for those that need it.

I have a bit less sympathy for him. Plenty of ways out and likely that the improvements will have a good impact on capital value also.I would like to have seen the full figures of the situation: i.e. how much has he paid and how much is the property worth etc etc.
They said that 'he would be compensated for inconvenience' so that tells you the material costs will be covered. i.e. he is unlikely to be out of pocket whichever route he chooses.
