Help identifying short film

I have a vague childhood memory of going to see a film and it had one of those short features before it. It was an animation (I think stop motion). It was about a red balloon and some kind of monster captured it, there was some kind of factory that burnt/squashed the balloons and the monster ate them.
To be honest it was quite weird/disturbing and could have been a dream but I’m sure I saw it, had anyone else seen it?

Can’t believe you’ve found it! It’s as disturbing as I remember, I was only four when I saw that! I seem to recall it was shown before some really innocent kids film, too.
