name that series

there was, on TV, a series about (i think) a IT techie type being chased around by "spooks", the lead actor was (excuse me) a "tubby" grey haired guy whose name eludes me (think hes a "richard")

the title was something like blood (maybe bird) on a wire, but not the mel gibson film noe the robson jerome tv series

this was a few years ago now

any ideas?
