A TV licence is needed to view or record any broadcast TV programmes as they are being broadcast...regardless if a TV aerial is connected or not.
Go to the Sky News website and watch the streaming version and you will need a TV licence, whether or not you buy one for this type of use is up to you and your conscience.

ETA - But I guess in your friend's case, disconnecting the aerial and winding it up into a coil, putting blu-tac into the aerial socket and then de-tuning the TV & any other equipment, would be enough to regarded as de-tuned and therefore not requiring a TV licence.
In my own case, the tuners in my plasma are turned off.

Just out of interest why do you have a 50" (or thereabouts) TV but don't actually use it for any broadcast shows. Sure, I expect you to reply that you use it for consoles, blu-ray, maybe even watching stuff via the computer - but surely if you like doing any of those (and in style with a large screen) then how come you don't find anything of interest to watch on TV...A TV licence is needed to view or record any broadcast TV programmes as they are being broadcast...regardless if a TV aerial is connected or not.

Don't take this the wrong way but......that is exactly the attitude of TVLA. None of my business I know, just seems really peculiar is all.
They don't believe that anybody can survive without broadcast TV...which is complete nonsense of course and they presume you are guilty of a criminal offence by simply owning a TV.
And you're right, it's a 50" Pioneer Kuro and it's part of my home cinema system, which is used to err...play games, watch blu-ray, watch IPTV (revision3.com), watch my ripped DVD's via my 6 terabyte media server, etc, etc.
I'm suprised they even accept you just having the tuners turned off on the TV. I thought thier usual attitude was guilty until proven guilty and they'd just claim that as you can reactivate them that's reason enough to pay the tv licence.
Used to know a bloke that didn't even own a telly and he was always getting hassled by them, to the point of them turning up on his doorstep and demanding entry to check his claim of not owning a telly. Of course pointing out to them that they didn't have the right to enter his house and could therefore go and shove thier demands whenre the sun don't shine didn't apease them in the slightest but he enjoyed baiting them
