Who is this???

Can anybody help to get some peace and quiet in our house by identifying the guy sitting behind Quinten Tarrantino - ie the guy with the full Gandalf. It was at the oscars and my wife and stepdaughter are still trying to think who he is!! He may be nobody or a complete legend for all I know, so what does the wonderful world of Pistonheads think. Please help
