Generally, sporting footage is provided by a host broadcaster - that has always been the case. In the past it was generally the national TV sdervice of the host country.
Additional cameras and facilities are often provided by the BBC and ITV - as in the Beebs SA based pundit studio and side of the pitch post match interview cameras.
This has been the situatrion since at least the 1970s.
When I lived in Ireland, where we could watch both Irish TV (RTE) and UK TV (BBC/ITV) this was very noticeable. RTE, being a small channel, couldn't afford to have a set up studio in foreign places, so they relied entirely on the host TV feed with their own Dublin based studio. BBC and ITV combined the host TV feed with their own specific feed from the venues.
