It wasn't HD in the past because it was filmed on Super 16, which the BBC wouldn't accept as HD (although Kudos would release HD versions of the programme on Blu Ray etc). Apparently changing to HD would have changed the distinctive style of the programme. Unlike Hustle or Ashes to Ashes, Spooks may make more use of CGI - which is more expensive in HD and one of the reasons why it took so long for Dr Who to HD too.
