Film ID challenge from a scene I vaguely recall.

Ok, A really really long shot, vague as hell and one that has been bothering me for a while.
I recall a scene from a film I saw a while ago, I used to work as a projectionist in a Cinema and I did this for about 4 years so I saw a lot of films in that time, some good, some bad. I suspect this film comes from that era which is why I cannot recall its name or what the rest of the film was about.
The scene is set in an outdoor location, Canadian/upper US state area, cold climate or winter/autumn, possibly some snow or frost on the ground, the immediate surroundings are ruins, possibly of a military facility or Lab, possibly a dam or just a ruin of random concrete buildings.
The character is all alone, andhas no weapons, so he makes a fire and melts down enough metal in that fire to make a knife or sword perhaps, the whole scene is not that long but It sticks in my head becasue of the fact the low tech way the weapon is made but the effectiveness of it.
Someone else may later revisit the place and see the remains of the weapon making and may even do it themselves in order to track and fight the first person.
I thought this scene was in an X men, so I watched all 4 over the last few nights and its not.
