Which EU country - liberal human rights laws & easy asylum?

Senior Libyan rebel leader has told the Evening Standard Gadaffi's wife and kids have fled to "a democratic country in Europe" seeking to take advantage of "liberal human rights laws" and claim asylum.

Will it be the UK, as sounds unlikely with our participation in removing them, if not where else fits the bill?
