I don't get this at all. Are they expecting the homeless people to just comply? Or will there be an incentive? If so will they then technically be employees?

I can't read.

Anyway, my last question still stands. I can't see it being a great lot of help to them. Every homeless person in the UK is entitled to JSA as it is already... (yes, I know this trial was in the US)

Will they be like employees? I got the impression that they would be like the 'Big Issue' sellers over here.

I would imagine the big money will arrive for them when some smart-arse lawyer raises a class action lawsuit for them for the suspected radiation sickness, cancer etc etc. biggrin
