Disappointed I don't get to read the value of the MPs house. But at least in true DM style, the perp sounds a little bit foreign.?

He's on dodgy ground making a citizen's arrest for those offences.

If the perp is foreign he'll probably get let off anyway.

No he isn't only dodgy ground. That is a perfectly fine example of when a citizens arrest can and should occur.
