As the founder of the main professional bodybuilding organisation, he and his brother Ben set the rules and judging criteria the sport is pretty much based on, since the 50's. The complete lack of any drug testing, anti-drug stance (except lip service when required) or even acknowledging that their athletes were taking vast quantities of roids, GH, diuretics, insulin etc etc, whilst encouraging bigger, bigger, bigger in their competitions.
