Now firstly this is a tragic loss of life and my thoughts go out to the friends and family of the little girl but something in this news report caught my eye:

Sky News said:

The 36-year-old driver of the van, who stopped at the scene, was arrested on suspicion of causing death by dangerous driving and bailed until May.

Is this normal practice for what seems to be a freak accident.

What's the difference between that and hitting a kid who runs into the road?

He's only been arrested on suspicion of. That's a long way from charged let alone convicted.
