Looks to me like somebody misread (or maybe miswrote) the instructions for where the bollards should be. I could see why they would want them at the other end of the space - stop cars from blocking the pavement?

Makes sense. The shops further down have that arrangement.

You'd have thought the chaps doing the job might have had a 'are you really sure this is what you want us to do' moment though.

So there's been no comment from Tesco yet but the paper sees fit to say, "Motorists resort to parking in a bus stop after the supermarket decided to block off its own parking spaces

They look like council bollards rather than Tesco own brand (if you will) which are directly in front of the stores. Based on the picture I'd also suggest the new bollards aren't on Tesco's property.
Do Tesco even own the space they've marked for spaces? Is that why the council bollarded (?) them, to teach Tesco a lesson?

Stranger things have happened.

Reminds me of that famous picture of the workmen who managed to bollard in their own van.

Yes, pesky businesses, making use of derelict shops, providing jobs, making people want to return to the high street.

Have no fear, your trusty council will soon put a stop the those shenanigans.

Surely if the parking spaces were wide enough for a car to fit between the lines then there will also be enough room to fit a car in between the bollards as there is one bollard in the centre of each space.

Of course you couldn't then park between the lines but could still use the space until the council/tesco correct their cock up.

It could possible be a "ransom strip"

I have a car park that has a 12" x 60' "ransom strip" between it and the highway. The council charge £500 pa to use it, allowing access onto the office car park from a council owned car park.

When I enquired about how much it would be to buy the right in perpetuity (or buy the land) they asked for £100K.

It's probably a cock up though!

What's to the right of the bollards though? It looks like pavement rather than carriageway. Just behind the disabled space it looks like a driveway entrance with dropped kerbs. It could be that the bollards were put there to stop vehicles traversing the pavement (if that's what it is) to gain entry to the recently marked parking spaces?

+1 Some muppet really cocked it up......I'd say the bollards are more to dissuade ram raiders though. Instead of prevention of parking on the pavement, or they would have simply put railings in place since they are cheaper.

Looks like the council wanted people to stop driving over pavements. Layout all seems a little strange.

Correct, especially with the bus stop there. It's been like it for years.
