Well hopefully, unlicensed/uninsured driver's get a ban, fine, suspended sentence according to crappy tv. Do punishments aimed at mainly law abiding sober citizens work on everyone?

Unfortunately I think that if the car's owner already has a warrant for his arrest, he is not going to be unduly bothered by points on his licence or a driving ban or whatever. He has already shown his disregard for the law and will just carry on as before.
