It seems to me that there must have been a fair few people who couldn't stay in their homes becasue of the floods in the north of England earlier this year.

Where are they, and where have they been during lockdown?

That's what I assumed, but I thought that many of them were in hotels (which would be closed now).

Hotels tend to be used for temporary emergency respite, pending insurers sourcing more permanent accomodation.
