Rip off Britain re transporting goods

The old post of 2008 has been read and absorbed. Fedex are the same company this time and I cannot for the life of me avoid the true phrazing RIP OFF BRITAIN yet again.......
What on earth gives this government the right to charge vat on transport that was asked for by a Chinaman when he organized his transport for his goods to be delivered here?
OK it's called services but the serivices happened outside of this country so why should services outside of this country attract VAT?
In the 2008 article many said that Fedex were 'in the middle' and could rightly charge the individual a month after the delivery of the item. Fedex are at the forefront of the dealings with the Government make no mistake about that because I firmly believe a handshake long before items are transported here have already been allocated a cost re VAT.
For instance I imported a new outboard to the UK from the USA by sea. One has to get an agent to do that. The agent did not know the code for the Vat charge and the duty & I had to tell him that number & then they were able to tell me what to pay THEM. At first he said how many suitcases had I shipped? I said can you put down on the paperwork that you were shipping suitcases and then there would be nothing to pay!
I quickly thought there is something radically wrong here and told him so..... He replied it's a matter of trust! Absolute bulls
t. It's called wangling. This must have been going on for decades and the payments are already sorted out as a figure well before thousands of containers get anywhere near the UK...... If this were not so think of the massive hold up at the sea and air ports.
