Definetly a refurb or something going on with it, it seems full of smoke so I guess it will need a new,new renovation. Why no fire suppression system though?

Refurbs are always more risky than normal operations.

Ships in refit go up with monotonous regularity, although this seems a to be a proper 'Cutty Sark' rather than a 'welder sets fire to his trousers and annoys the fire marshal'.
