Stuck in the sand - do the RAC or AA do recovery?

We were launching my dive club's RHIB with the tractor launch at Trearddur Bay. The bloke who runs the boatyard pointed out a buoy and told us to stay away as there's a car under it. We came in after the first dives and the roof was just starting to show.
We went out a second time at low water and it had gone, leaving an enormous furrow in the sand. Apparently the boatyard owner had a go with his tractor and failed. Then a digger had a go and was successful.
Apparently the problem they had was the fact the car had electronic handbrake. Because the electronics were goosed, they couldn't disengage it, so they were dragging the wheels through the sand.
As I understand it, the breakdown services will recover stuck cars, but it is usually an extra charge. I imagine there are fewer patrols, so it is probably a race against the tide.
