The guess I would take, with zero evidence, is he may have developed an alcohol problem since the last time he was in a situation that he could be drinking at work.Lord Marylebone said:

Best one I had was a trip to France with a few of us older pupils (16-17) helping out looking after the younger ones... Before we even got to where we were staying, we stopped at a cafe and had a beer or two with the teacher who was driving one of the minibuses


It was a music trip and the organisers (being french and normally catering for much older groups) put on meals with plenty of nice cold french beer.
We kept the youngsters away from the demon drink by drinking their share, of course

(I think) 3 teachers plus about 4 16-17 year olds looking after 20 odd 14-15 year olds for a few days...
Rarely fully sober
It was great
And no it wasn't the 70s, it was around 2010!

Does that make it OK? Genuine question. This guy manhandled youngsters, bullied a female and exposed himself to her. I say again, he should never be allowed in a classroom again.
