Not clear at all why the white police offer at 0.02 in the clip is beating the guy up?

Looks to me like a police officer, though if anyone can prove otherwise I will happily stand corrected.

Looks to me like he's using force to stop someone getting into the stadium illegally, same as the other police officers around him. Looks like they did a good job considering it looks like there were only 4 of them against hundreds with only a few getting through that particular area.

Sometimes the police must use force in the course of doing their duties, particularly when faced with violent thugs. I don't know if you missed it, but those "fans" weren't a bunch of well-behaved, sober guys looking to have a bit of harmless fun.

Seems to be an influx of that lately, just trying to stir up "us" vs "them" threads with what constitutes "us" and "them" changing from race, sexuality, political support, etc.

Police officer tries to stop hooligan getting into the stadium. Good. That is what he is paid to do after all, his job.

I applaud the OP for having the courage to post this.
Quite clearly this is probably the very same officer that shot Sasha Johnson the humanitarian who was mercilessly gunned down some weeks ago.
It was feared by some of Sasha's supporters that an off duty white policeman was responsible and I suspect it's this one.
It's quite possible that the police officer recognised one of Sasha's supporters and thought "cor blimey I'll have to teach this one a lesson," and he did so.

The officer should of course be identified and labelled as a white supremacist and his career finished. However in the current environment he will likely be applauded for trying to stop a large scale invasion by non ticket holding fans.
