What legal reason other than being underage would allow someone to 'hide' behind the law?

There are a few reasons but normally it’s because the individual already features in an ongoing case (that may or may not have reached court) and disclosure of their identity may jeopardise that case. Imagine the individual is involved in a custody case, you see that footage and make a judgement against them assuming they were at fault. The reality could be they weren’t at fault and were hit by another car but your decision is swayed

Other matters still outstanding and awaiting court is the usual reason

Naming the defendant in an ongoing or pending trial could be detrimental to him getting a fair trial
