Speaking for changes of speed limit there's a 2 minute grace period. I'd presume red X to be the same.What happens if 2 or 3 miles later it transpires there is no closed lane, nor any accompanying light indicating whether the restriction has ended.
Bit like me few weeks back doing 40mph on the M25 due apparently to debris in the road, which did not exist, and nor did the sign/light letting everyone know that the limit was back to 70mph

It should be a priority. I've been in a situation where there was a serious accident ahead and loads of people ignored the red X's.Priorities eh!
Traffic ground to halt and you could still see cars filling up the closed lane, which also then also became blocked.
A few minutes later you could see the blue lights of the fire and ambulance crews trying to squeeze through while the self entitled pricks sat blocking them.

Used to happen to me almost every journey when I lived close to the M25. I recall the overhead signs would say 'Report of debris in road' - not actually something they had seen and confirmed, just a report.
