And I'm sure that one of his videos linked to from PH ages ago showed him committing some road traffic offence or other, although I forget what it was now. I doubt he reported himself to the cops though.

Go to ublock origin, disable javascript, reload page.

I think the title of this thread is slightly misleading.
Cycling Mickey claims to have witnessed Frank Lampard committing a driving offence. A driving offence which Lampard denies.
Knowing Cycling Mickey this will be on video and he probably gave him a dressing down, but this waits to be seen.
He would have then submitted this to the met police. Who would have built a case and originally offered Lampard a fixed penalty fine.
Lampard has decided to challenge the fine by opting to go to court, with Freeman representing. CM may get called as a witness, but surely this case is between the Met and Lampard, with Freeman acting on his behalf?
Things to note is that Lampard does not have a unblemished driving history, after being banned for 41mph over the 50 limit.
CM has a large social media presence, highlighting multiple driving offences around London, whilst on his bike and a lot have led to prosecution. CM is clearly pro cycling and his views rattle a lot of drivers.
Freeman from his latest Twitter rants and previously proposed petitions, can also be very opinionated, anti cyclist and has attempted to interpret the law for his own means. Which of course he has done very well out of previously.
