I've only seen the inside of a cell once, waking up after a night out.
I wasn't surprised to find shoes, belt etc missing, wouldn't have made much difference mind as had they left me a coil of rope there was nowt to tie it to.
All the pictures I've seen of cells lack even the basic hanging apparatus so even if he made a noose from a pair of trousers I doubt there would be a handy hook, are french jails different in some way?

You don't actually have to tie it to anything, just tying it around your neck will do the job.
