In earlier days they fell off DT50s while being chased by police, and prior to that it was Yamaha Fizzies that they fell off.The only difference now is that everyone hates the police.

Maybe it's just my personal perception, but talking to my friends (natural conservative and instinctively pro-police on the whole) I get a strong feeling that trust in the police has been eroded by a combination of (a) a series of high profile cases of rape, sexual abuse, murder etc by serving officers (b) inconsistent and sometimes very weak response to disruptive road-blocking protests by XR etc and (c) calling the police when your house has been broken into and getting zero response beyond a crime number for the insurers. All amplified by the media who are busy fanning the anti-police flames because right now, anti-police stories get good engagement on social media (the dreaded clickbait business model for news media).So there is a bigger audience for "police murder angelic upstanding young man" than "scrote falls off bike while doing scrote stuff, how sad, never mind". Also the first narrative gets you a better quality of riot and you can get lots of free stuff.

Surely the rules are sensible as they stand now?Anyone over the age of 14 can legally ride an electric pedal-assisted bike and enjoy speeds of 15.5mph with no tax, no insurance, no helmet, no licence, and no unneccesary costs. All of which is great in my opinion, and, having ridden one, 15.5mph is plenty for getting around town swiftly and easily. It actually feels pretty fast.
Anything over that is, and always has been a motorcycle, and with very good reason. People are getting confused and demanding changes to the laws because these bikes are electric, but the reality is that the propulsion method makes absolutely zero difference. It is totally irrelevant.
These Sur-Ron type bikes might as well be a two stroke Kawasaki KX450 motocross bike. Same thing.
Why would we want to change any laws? What is the problem with how things stand right now?

Me and my family are all law abiding, hard working, ordinary middle class people who have never even been remotely close to getting ourselves into trouble with the law, ever, yet interestingly, we have no respect for the police and our opinions verge on actual dislike for the police. That includes my 72 year old Mum.This is all for a variety of reasons that have accumulated over the years.
Most people I know seem to feel the police are somewhat incompetent, ineffective, go after the low hanging fruit, avoid anything too difficult, employ officers who are as dumb as a bag of rocks, employ officers who have real issues with ego, and consider the police as an organisation to be slightly untrustworthy, and obsessed with protecting their own instead of having a damn good clearout of wrongun's.

I don’t see it as finger pointing so much as hopefully just ensuring that things were done by the book etc.

Have you voted repeatedly for a party who continually cut the budgets and numbers of police? If so you got what you voted for, if not you are experiencing the wonders of democracy. This is all for a variety of reasons that have accumulated over the years.
