There is either a lot more to this or someone somewhere decided spending £6m for a tunnel was more cost effective than £750k

I am guessing the tunnel needs to be quite large. After all dustcarts, fire engines etc will need to get through it. Then you have the roads that are necessary to get too and from the tunnel.

The basic issue appears to be the lack of ability to buy the house in the first place. Presumably as no land is being taken
