does anyone know the going rate?Obviously it would be highly embarrassing if he used the governments money (£2k I believe)

Because when we sent him back the first time (and possible every time?), we received another one in exchange. Hence the 'on-in' element. Absolute farce.budgie smuggler said:

For two; that it doesn't seem to be a deterrent, and we're undoubtedly not catching them all.They're also being offered free trips after paying for the first one so they're probably not out of pocket.
