Dual UK/other citizens to be denied entry to UK?

Apologies if I missed another thread on this subject, but for the life of me can someone explain the rationale behind this move?

Either present a valid UK passport or pay 600 odd quid for a certificate of entitlement??? What about the ‘other ‘ passport dual citizens hold , when did that become unacceptable, and why ?
Or is this just a cynical cash grab from the Government, its first world problems I realize, but wholly confusing nonetheless.

I did start a thread somewhere on PH a month or so ago asking for advice since my brother has been caught by it. I dont blame you for not seeing it though. He has now coughed up and paid for a UK passport for the first time in a while having lived in another European country for 33 years. If he didnt, it looked like it would have been harder for him to get into the UK than it would have been for his non-UK passport holding partner and kids. Not sure if that was really the case though.
It is certainly a way for the UK to get money of some people though.

Most countries insist that their citizens enter a country that they are citizens if using the passport for that country, e.g.
Dual uk/German citizen, flying return from Berlin to London and back
Enters UK on uk passport
On return to Germany uses their German passport
Woman's example in the article is odd, is shouldn't affect her if she renounced her uk passport. She's no longer a dual citizen...
