No, just that it was beyond imbecilic and could've been prevented had they thought about what they were doing, and that mobility scooters are flipping dangerous things in the hands of people who are incapable of controlling them properly.

I don't think 'capricious' is the word you were looking for – it means unreliable or unpredictable. Maybe 'pedantic' fits the bill. See also this post.

Looks like an elderly person using a mobility aid making a mistake. I dont think were thinking of anything, older fingers not so dexterous as when they were younger or other age related complaints, feel like a more rational explanation than anything.

I was run over by a mobility scooter in Cirencester Town Centre. Bent my front wheel. I bought a new wheel in a local shop and carried on with my ride. Never like cycling through busy towns.
