This does happen.
I used to swim for my local club in my teens and I can remember there was a spate of Friday night phantom poo'ers. Like clockwork, half way through the set, we'd have to get out whilst lifeguards fished it out. We'd usually get straight back in once it was done. Though one occasion it was a little less er...solid.
They did get the chap in the end. He'd taken umbrage at the club having so much of the pool for so much of the evenings. Dirty protest, launching brown subs into the pool.
