I can easily imagine that someone who can't cope with cyclists on the road would be unable to cope with scullers on the water. What a tosser.

Side topic - partly as a country that was very dependant on boats, there is no specific national blood-alcohol limit or formal "drink-drive"/"drink-skipper" law for recreational sailors operating private boats in UK waters... (there are other laws in event of an accident, etc)

Former rower here. Had to give up due to injury, but I have rowed the entire non-tidal Thames including through Maidenhead.
I've fortunately never had someone ram me in a motor boat (have had a few clashes with other shells in competition, mind!), but I have had people get their knickers in a twist at me in a single, and at my entire crew in bigger boats.
The fact the offender here is a live aboard might shed some light on the matter... Most people on the Thames in such boats appear to be pleasure boaters, so they're having a good time and are more likely to cheer you past than get grumpy. So it really stands out when someone has the arse. I always assumed they were "you're pushing in!" types, or they don't understand the 4kt speed limit only applies to motor boats, because they generate wash. We rarely use locks, indeed the only time I have is when doing long distance rows for fun, and it is usually quicker to lift the boat out and carry it. So he's not being held up there either. This guy clearly seems to have a festering gripe about rowers.
For comparison, 4kt is a rower's pootle speed. Faffing around, checking things and doing exercises. Maximum speed isn't much over 10kt, it's not like rowers are sneaking up and blasting past.
I wonder if he's been mooring up at the rowing club and got the hump from being asked to move?

Nothing specific to this event, more of a general observation that the outlying behaviour of knobs like this is often fodder to the 'something must be done' brigade, where the something is to restrict everyone who is not a knob, and usually have no effect whatsoever on the knob.From my own experience this is something very much out of the ordinary, so much so that I doubt any restrictions would have stopped it as he's snapped in some way.
Eg ' we don't want people doing 40moh in a 30moh limit, let's reduce the limit to 20.mph'.
