He is employed through through the agency Penna plc which charged the authority £206,000 between January 29, 2008 and 1 February, 2009.

Bournmouth Boro Council must be run by a bunch of incompetent idiots. A bit unfair on the guy for this to suddenly come out. It's not as if it wasn't going to have been agreed up front. Just shows how stupid these elected committees can be.
Agree something crazy and then seen to be doing something about it 'at the earliest opportunity', aren't we great for solving a massive overspend - er no, you started it in the first place!
