C4 news re homeless

I used to think homeless meant no roof over your head - not so; apparently temporary accomodation is not classed as a home so is anyone in B&B is therefore homeless.

So what about the the people without B&B then - what are they classed/tagged as?????????????

Before the big homeless survey's to find how many people are sleeping rough its normal to arrest as many as possible,to reduce the numbers.
When Blair was pm one of his pledges was to reduce the amount of homeless.
The day of the survey as many as possile were arrested and the only ones who were counted as homeless were the ones laying down.
Another team preceeded the counters and stood up as many as poosible under threat of arrest-so hay presto not many homeless for the counters
This was central london by the way
