Smart meters - £8bn worth

So the gubberment has a genius idea to make the energy companies replace all our meters with smart meters at a cost of £8bn which will obviously be passed on to the bill payer.
47 million meters, a total spend of £8bn. That's around £170 per meter.
Or, they could buy 47 million Owl smart meters which attach to the existing meter, for £1.36bn (and that is at RRP) plus there would be no need to dispose of 47 million old meters.
