Those are socialist policies. Why would the Conservatives have socialist policies? I think the tories prefer policies like a well managed economy with low levels of debt which help both the rich and poor alike.basically, i need to name a policy which has/will help the poor at the expense of the rich?

Sorry, i misunderstood the op - that certainly isn't conservative policy.
But if it was policy, it would help the poor at the expense of the rich by causing universities and high-end employers to recruit on merit, rather than on the basis of where you went to school.
It would also help to 'inspire' the poor and 'ground' the rich by reducing the sink effect of segregating the rich during their formative years. Valuable experience for both groups, imho.

The universities do recruit on merit - most fee paying school students have better results as they are manily selective schools, so only take kids who have passed entrance exams.
They then give them a bloody good education and excellend pastoral care for £10k a year+.
Your approach would just lower the standard. great.
