When I was in Wealtsun Open there was a very strict policy on computing. I fact, I can't remember anywhere in the prison where internet was available for prisoners.
What has changed is the availability of phones that can get on the internet, though. They are pretty easy to smuggle into open prisons, too (you could just leave one on the edge of the prison grounds for a prisoner to collect later).
There are scanners and cell searches but these can only be so effective. I would have thought some kind of sgnal blocking technology would be a better idea.

they should run some kind of hardcore reward scheme in prisons where they start off in a nasty cell with stale bread and estrogen laced water for nourishment and when they do good things they get benefits...get them to work for their reward instead of bloody stealing for it...
There is both. When you start out you're on Standard, which gives you certain rewards over Basic. If you keep your nose clean for a decent period of time, you can be put onto Enhanced, which gives you extras such as more of your own clothes, access to things such as (your own bought and paid for) Playstation, extra visiting rights and so on. If you misbehave, you're put down a notch. On Basic you have more or less f*ck all, including no telly.In open prison, misbehave in a ny serious way or continue when you're on Basic, it's back to a higher category prison and all the crap that entails.
In terms of work/education, prisoners are supposed to either work or attend education to earn money (think £7-£12 a week) with which they have to pay for their own goods such as toiletries, stationary and snacks etc. These have to ordered 'Argos Style' on a sheet and the goods are delivered several days later. If a prisoner chooses to avoid work or education, they don't get money for the things they want.
There is already a perfectly good system of carrots and sticks in prison (after all, it's had the chance to refine over hundreds of years), look at how few riots we get in our prisons. All that happens is from time to time the prison system doesn't move as fast as technology, or politicians interfere and start cocking things up.

It would be but a lot of jails are in built up areas and current technology means areas outside he walls would also be affected. thetrash said:
