As it's the will of Allah, would it be frowned upon for the victims / victims families to try to claim compensation from the mosque?

In Morocco, it would be frowned upon for the general public to think themselves as important as a mosque.

Knowing a few people in Morocco, and a few Muslims this will be a huge dilemma.

Many who I have met through work have believed when they day it is their day and gods will. So to do it by a minaret collapsing will cause a few issues.
