Indeed, however I feel the mandarins must shoulder some of the blame - I suspect the level of paperwork generated for every attendance is onerous, if they can reduce that to simple information that is easy and quick to record, then the bobbies on the beat might be able to do their job more effectively (by which I mean giving the general public the feeling that they are doing something about their worries).

Of course, I could be totally wrong and it's the front line police deciding just not to bother with the call-outs.
