Why do the politicians, primarily the leaders, spend so much time going to schools and kissing babies?

Who started this fad?

After all they aren't voters, they don't care.

Is it just a cop out, as they wont get asked difficult questions, if any questions at all?

They don't really kiss babies anymore. That certainly dates back to the early 20th Century when prospective candidates still held hustings on the streets and the inclusion of photography in the newspapers made for a good image. Even then, I suspect it was more a meme than a truth.

They visit schools because "the children are the future (but don't mention "Education, ejucashun, ejookajun")". Looks good, normally an excuse for show off a new facility, shows them "down wiv ver kids", nice multiracial background, nothing nasty like drug addicts, etc. - particularly good for the incumbents. See also hospitals (the nice bits like maternity wards, not the geriatric, rehab or nutter wards).
