Don't think it's really to do with MMGW stuff.
It's that the majority of Australia's money comes from digging stuff out the ground, refining it and selling it.
To enforce "cap and trade" would be self flagellation. Why would you want to restrict your economy in sush a way, when it's all you've got?
I was out there at Xmas (I'm an Aussie) and my friends are in the mining industry. They know China's bulk buying or resources the only reason they didn't dip into resession.
