They have massive unemployment but if you have never had a job and therefore haven't contributed to the pot you get jack in benefits! now take that system and implement in this country and sit back and watch what happens.

But they also pay out a large percentage of your full salary when you become unemployed and it takes the pressure off/incentive off for getting a new job. friends of mine have been unemployed for two years. It's not affected their lifestyle one bit. So its swings and round a bouts if you are a sponger really.
Oh and according to a former chief secretary to the ministry of employment who I used to teach, the reason they do the "not worked then no pay" scheme is to keep the unemployment figures down. According to her the real figures are anything between 2 and 4% higher than stated officially.
This was in 2000 though.

Can that really be true? So there are teenagers begging in the streets?

In the UK you don't get contributory benefits such as JSA if you haven't contributed anything.

they all live at home, usually until they have saved enough to buy an apartment of their own. So homelessness for this factor is rare.

True.

Two unemployed teachers interviewed on the news this lunchtime. Because they had never contributed they didn't get a bean because they were unemployed so were quite prepared to be living at home from when they graduated until their early 30's or whenever they got a job and saved up enough.

...and the ones who row with their families etc, perhaps girls who get pregnant and their families chuck them out, what happens to them? Or is that a uniquely British thing?

I live in Barcelona and I think the main differences are the social structure. It is common to live at home until your mid-late 20´s and even longer at times. People who do go to university do so in their own town often which cuts out costs. People also get jobs through people they know quite a lot.... even here in Barcelona, people meet in their local cafe and talk/socialise/find out what is happening through this medium.
There is a thought that despite nearly 20% unemployment, many do work unofficially and certainly there are not lots of people out begging who are young.
The beggars are normally the alcoholics, the foreigners (All nationalities - German/Turkish/Tunisian) but rarely Spanish here in BCN.
When a Spanish person is out of work, the family rally round and help them. The benefits are very generous assuming you have paid in, but there is a social stigma to not working which means most are trying actively to find work. Of course there are some who are not, but on the whole, people want to be working. I live in a city where unemployment is far below the average, but there are still issues. You do see a few people begging, but not that many to be honest

social attitudes are changing, they are less likely now to kick them out for falling pregnant and co-habiting is becoming more common and acceptable. Barcelona is more open to this than Madrid and Madrid is more open than Sevilla and so on.
Friends in Spain tend to be more loyal than here in the UK too and so many of the ones who could would take in their friends in the scenarios described.

Theres a similar social stigma in vast areas of this country unfortunately its the opposite of what your telling us. Here the people who want to work are viewed as mugs there are generations of people who have never worked a day in their life and let the tax payer fund their existence.

A Sponger?

A great many people in the western world have lost their jobs as a result of the recession we have had and struggled to find a new one, it does not make them spongers.

The difference between the system we have here and that in many countries in Europe is that if a decent hard working person loses their job in Europe they are front of the line for state assistance here they are at the back.

Are all unemployed people just "lazy", then?

the OP was suggesting that the Spanish system was one in which people would be encouraged to work and not live off the state. So I pointed out that there system also allows people who have worked to live a comfortable lifestyle without having to return to work should they wish to do so. In this case they would be spongers.
I like the fact that you have a lot of faith in human nature but I'm also sorry to say that not everyone is so upstanding.

Two years is too long to receive benefit at such a generous rate, but having paid into an state INSURANCE scheme your average newly redundant worker deserves more than a glorified luncheon voucher, which is what JSA has become.
