What constitutes a "stealth tax?"
The Oxford English defines stealth as secret, or a secret procedure. So do we have secret taxes? The short answer is no, but there are of course quite a few that the government don't want you to remember.
Like National Insurance, f'rinstance. A tax by any other name. "Real" basic rate taxation is not 20% as the government would have you believe - for 2011/12 its will be 32% if you are on PAYE and not contracted out, 30.4% if you are contracted out or 29% + £130 if you are self employed. But yoy'd know that if you looked on the HMRC website or read their leaflets, so it isn't secret is it?
Likewise, VAT on fuel, which is also charged on the specialo fuel duty that each litre attracts. When fuel and/or fuel duty goes up, so does the VAT on it. So is that a secret tax? Not if you know about it it isn't.
Give us a clue - what stealth taxes had you in mind?

fuel tax is hardly a stealth tax.
It is as most folk think almost all the cash goes to the oil companies.Just look at how often the only buy from non shell petrol stations chain letter comes around
Labour had been in office for three years in 2000 when we had the fuel protests, why didn't they stop the escelator you complain about?
Or announcing with great fanfare a reduction of the rate of income tax, but burying the news they were also abolishing the 10% rate in the small print of the budget text.
Fiscal drag was another favourite - not adjusting tax allowances with inflation. This had a very large effect in some cases - look at income tax. The number of high rate tax payers doubled between 1997 and 2008. It was a widely employed tactic and difficult to spot, because on the face of it nothing changes.
Stamp duty thresholds were not adjusted in line with the increase in house prices, meaning many more people paid stamp duty, and more of it than previously.
There is quite a large list here.

The 10% tax rate abolition was included in the budget speech - everyone I worked with in the tax practice of a large accountancy firm looked at each other in disbelief when he said it.

"Yes, well we'll let you build that estate there, provided you let us have some of the houses on the cheap."
Apparently, if its not an African dictatorship or certain eastern European and Mediterranean countries doing it, its perfectly all right, you see

Funny old world, innit?
