There was two intruders, one armed with a tyre iron, in a confined space. She is scared stless and maybe doesn't have time to reach for a phone, and for all she knows they have guns - her warning 'shots' could just trigger a volley of shots in her direction. If I was her I wouldn't bother with a warning shot, aiming to hit the first intruder acts as a warning shot for the second. Job done.
