UN Rapid Response forces

does anyone know who these forces are?

When Hague talks about British Rapid Response forces on standby for the Japan Disaster?

Are they made up of soldiers? Engineers?

How would one get more information?

At inception it was supposed to be made up from 20,000 troops from all the Nato members.

Normally firefighters specially trained in dealing with this sort of thing, My pal heads the Greater Manchester search and rescue team and i suspect if he hasn't already recieved the call he will very shortly. he'll have to literally drop everything as soon as he gets the call and will head off out there.

He pretty much gets shipped out when there is an earthquake of any significance.
