Should you charge VAT on services, not goods, provided outside of the UK but within Europe? So for example, if I were to go and fix a computer in Southern Ireland, for an Irish business, and I didn’t use any parts (only labor), would I charge VAT on the invoice?

Provided the Irish trader is VAT registered in Ireland.

Note that the OP really meant within the EU, not "within Europe" - which is slightly different.

No, But your invoice should include the customers VAT Number.

Correct - if not available or not given to you then VAT at the normal standard rate must be charged.

If the customer is in Europe but outside the EU, no VAT is charged either.

I was commenting on the OP's question about Euro supplies.

Of course outside this is exempt as beyond the scope.

He initially said Europe - which of course includes quite a few non EU countries.

He then clarified his question by mentioning Southern Irekland - although he REALLY meant the Irish Republic (being a Dubliner, I am not fond of the term Southern Ireland - unless one is talking about Cork, Waterford or South Kerry).
