I just managed to open a German bank account called
https://number26.eu/
They have fee free withdrawls and spending worldwide, will be ideal for anyone looking to go on their holidays soon.
Use a german forwarding address to recieve the Mastercard. (They don't ask for proof of address, only an EU passport)

As does the Halifax Clarity Mastercard and it's a might easier to open...
It's actually more difficult, (I have one) also withdrawing cash on it has two distinct disadvantages.1) You accure interest instantly.
2) It may affect your credit rating (I travel alot so this will be worse for some than others)

Errr, it says it's a bank, yet gives no details of where it is physically based nor which financial regulator governs it. I would be extremely wary of giving them any of my money...
For german websites always look for "Impressum" or Imprint on the page.https://number26.eu/imprint/
